    國際原子能機構(IAEA少量放射性廢物處理、貯存設施模塊化設計應用地區工作組會議在太原成功舉辦

     

    1016-20日受國家原子能機構委托,國際原子能機構(IAEA)少量放射性廢物處理、貯存設施模塊化設計應用地區工作組會議在中國輻射防護研究院舉行。來自國際原子能機構(IAEA)以及匈牙利、塞爾維亞的專家與來自亞洲18個國家的28位與會者就IAEA放射性廢物管理行動計劃、處理及貯存設施的模塊化設計等放射性廢物管理相關問題開展研究和討論,會議成果將作為IAEA新一輪亞太地區放射性廢物管理工作組行動計劃的制定提供技術輸入。

    IAEA Workshop on the Application of Modular Design of Small Radioactive Waste Processing and Storage Facilities was held in CIRP from 16 to 20 October, 2017. Experts from IAEA, Hungary, and Serbia conduct discussion with 28 participants from 18 Asian countries on issues including management plan of radioactive waste and modular design of processing and storage facilities.

     

    中輻院于今年5月份承辦了的國際原子能機構高活度廢舊放射源安全管理培訓。在了解了中輻院的可拆裝式廢舊放射源整備裝置(MHC)、緊湊式廢物焚燒爐、廢物體性能表征實驗室等模塊化廢物處理、貯存設施及相關技術水平后,IAEA選擇將本次會議安排在中輻院進行。

    CIRP held the IAEA training course on the conditioning of high activity disused sealed radioactive sources in May 2017. Having a good knowledge of the technical capacity of CIRP on detachable device for waste radioactive sources, compact waste incinerator, and characterization of radioactive waste, IAEA chose CIRP to host this workshop.

     

    此次工作組會議將進一步推進亞太地區成員國放射性廢物管理設施的設計與建造,爭取國際原子能機構對亞太地區在放射性廢物管理方面的繼續支持。同時,向與會成員國展示了我國在放射性廢物管理方面堅實的監管基礎、完備的有組織控制制度和充足的人力資源,以及中輻院在放射性廢物處理、整備裝置模塊化方面的設計和應用成果。

    This workshop will promote the design and construction of radioactive waste management facilities in Asian-Pacific region and earn further support from IAEA. Meanwhile, the solid management foundation, comprehensive control system, and adequate human resource for the radioactive waste management have been showed to the participating countries. This workshop is a practical implementation of “going out” strategy, and also a tough step of constructing IAEA regional training base for radioactive waste processing technique and a step of achieving the general goal of constructing an international advanced research base for radiation protection.

     

    據了解,隨著核技術應用及核科學研究設施的蓬勃發展,由此產生的少量放射性廢物以及廢舊密封放射源成為了非核或新興核電國家關注的問題。IAEA早在上世紀90年代就著手開發了放射性廢物處理及貯存設施(WPSF)標準化設計。經過多年的實踐,IAEA根據新形勢,著手對WPSF標準化設計按照模塊化小型化的理念進行升級優化。

    It is known that with the rapid development of nuclear application and facilities, the resulting small radioactive waste and spent and disused sealed radioactive source have become a concern of non-nuclear countries and emerging nuclear countries. IAEA began developing standardized design of radioactive waste processing and storage facilities (WPSF) back in the 1990s. After years of practice, IAEA began upgrading the standardized design of WPSF based on the principle of modularity and miniature.

     

    中輻院可拆裝式廢舊密封放射源整備裝置、集成化緊湊式低放固體廢物焚燒技術、放射性廢物桶內干燥裝置、移動式廢液處理裝置和集中的廢物處理設施在部分廢物產生單位得到了應用,其模塊化設計理念在上述裝置和設施的設計中得到體現,得到IAEA專家的充分肯定。

    The detachable hot cell for spent or disused sealed radioactive sources, compact low level solid waste incineration technology, in-drum drying system, mobile liquid waste treatment device, and centralized waste treatment facility designed by CIRP have been applied in several waste producing units. The idea of modular design has been reflected in the above facilities, which earn recognition from IAEA experts.
